Updated Synchro models and SimTraffic queue analysis, applied City of Carlsbad TIA/VMT Guidelines, evaluated College Avenue Extension circulation, and coordinated with SANDAG on transit ridership and TDM strategy. Through condition of approval phase, drafted C2 responses on substantive Caltrans/agency comments and coordinated with Hofman Planning and the project team.
