As project manager through C2 Consulting Collective, Brian developed practical traffic-engineering procedures for the City of La Mesa’s embedded, as-needed program. The work included a STOP-warrant screening procedure and an Excel-based tool that enabled interns and junior staff to evaluate candidate locations consistently before commissioning a full warrant analysis.
